No, the applicant must be in the u.s. and apply for re entry permit. Also the applicant must do finger print in the u.s.

저는 미국에서 fingerprint하고 한국 나가서 permit을 한국에있는 u.s. embassy에서 받았어요. apply할때 한국 주소썻구요.
